Plot Randomization Theory

After my second full week of ATLAS: EARTH, I am starting to develop theories as to the way in which land plots are laid out. Most importantly, I want to get a better understanding of which plots would have a greater percent chance of being non-commons (rare, epic, legendary). What I landed on was not necessarily a theory but a strategy founded on what I believe to be NOT true about the placement of land plots. I am currently under the impression that all players have a fair and reasonable chance of acquiring a non-common plot. Expand that idea by the fact that there are players all over the globe and what you realize is that there would be no easy way to map the entire globe one plot at a time. Where that leaves us is with my theory that you are better off always randomly selecting your land plots instead of focusing on a neat and tidy square design.
If you take an area of land that is 10 parcels by 10 parcels, you are left with 100 individual plots of land. The rarity details in Atlas: Earth suggests that of these 100 plots- 50 will be commons, 30 will be rare, 15 epics, and then 5 legendries. However, that is only true is we assume that there is the same percent chance of getting that identical plot breakdown for EVERY 100 plot landscape.
What I am focusing on instead is plot randomization by which I purchase plots at random at the moment that I am able to do so. This might mean that I purchase a plot at the home, at the office, or at the gym. The location does not matter here so long as we do not focus too much on purchasing plots directly next to each other. My theory is that by not owning a plot of land in a specific place, you are actually more likely to come across untapped non-commons more often than if you own a large number of plots in a centralized zone.
